为了尽快开通中国电信自主移动国际漫游业务，更好的提供中国电信移动国际漫游服务，根据中国电信纪要【2016】182号文件，集团国际漫游工作组在积极开展双边??主漫游工作的同时，也对国际通用的Roaming Hub服务方案进行了研究评估。根据评估结果，由于引入Roaming Hub服务可提高自主漫游业务开通效率，并保证运营商拥有充分自主权，且整个服务方案规范化、标准化。经过集团领导及各相关部门批准后，特立项采购引入此服务。 1.2    招标内容 本项目拟借助Roaming Hub服务平台及服务来协助中国电信实现全球移动国际漫游的能力。本次要求的Roaming Hub服务只包含中国电信的自主漫游业务。 1.3    本项目不划分标包。<a The tenderer is China Telecommunications Corporation, and bidding agency is China International Telecommunication Construction Corporation. The project funds have been raised by the tenderer and it can be put into effect now. The project satisfied the conditions of bidding, and now carries on the open bidding, specially invites the potential bidder who has the intention and the ability to provide the technology and service (hereinafter referred to as the bidder) to participate this bid. 1.      Project Overview and Bidding Content 1.1      Project Overview In order to open China Telecom autonomous mobile international roaming services as soon as possible, and provide better China Telecom mobile international roaming service, according to the evaluation results, the introduction of Roaming Hub services can improve the efficiency of autonomous roaming services, and ensure that operators have full autonomy, and can make the entire service program normalization and standardization. After the approval of the group leader and the related department, China Telecom set up the project to purchase this service. 1.2      Bidding Content This bid aims to help China Telecom achieve the global mobile international roaming capability with the help of Roaming Hub service platform or service. The requested Roaming Hub service only includes China Telecom&apos;s autonomous roaming service. 1.3   The bid has no partition. 1.4   The bid does not set the maximum bid price. 2.      Eligible Bidders 2.1      Basic Qualification Requirements of Bidders 2.1.1     A Bidder shall be legally and financially independent legal entity or organizations registered in accordance with the law, and shall operate legally and be independent of the tenderer and the bidding agency. Registered Capital or Open Funds should be no less than 1 million  US dollars (including)（If the registered capital or the open funds is in other foreign currencies, it shall be converted into the equivalent Dollars at the deadline of submission of bidding documents as the Dollar exchange rate of the inter-bank foreign exchange market promulgated by the people&apos;s Bank of China） 2.1.2        A Bidder should be GSMA members and need to provide the company information in the website of GSMA InfoCentre 2 , which should contain information such as Organization ID, and Membership Type and so on. 2.1.3        The bidders shall not participate in the same bid as they have the same legal representative or the same person in charge. Different bidders held or managed by the same person must not participate in the same bid as well. 2.1.4        This bid does not accept the Joint Venture. 2.1.5        This bid does not accept the application of agency. 2.2     Bidders Must Not Be in Any of the Following Circumstances （1） a subsidiary organization (unit),which does not have the independent legal person status, of the tenderer； （2） ordered to go out of business or bankruptcy； （3） suspension or cancellation of bidding qualifications； （4） property has been restructured, taken over, sealed up, seized or frozen； （5） in the last three years, bidder cheated to win bidding; （6） in the last three years, the contract or agreement has been cancelled or the supplier&apos;s qualification has been cancelled due to serious breach of contract； （7） significant problems have not yet been properly resolved in the process of cooperation with China Telecom or other telecom operators; （8） The quality or safety problems of the relevant products in China Telecom or other telecom operators have not been properly solved. 2.3     Other Circumstances Limited by the Law and Regulations 3         Method of Qualification Examination The bid will be subject to post qualification examination. The qualification standards and contents shall be referred to the “Method of Evaluation” in the third chapter of the bidding document.
