<div style="width:1140px"><div style="width:1140px"><table style="width:100%"><tbody><tr><td><div><div><div><div style='width:auto;word-wrap:break-word;white-space:normal;word-break:break-all;'><div style='width:auto;word-wrap:break-word;white-space:normal;word-break:break-all;'><table border=0 width='100%' cellspacing=1 cellpadding=5 style='background:#ccc;'><tbody><tr><td style='background:#fff;padding:0 10px'><div style='width:auto;word-wrap:break-word;white-space:normal;word-break:break-all;'><div style='width:auto;word-wrap:break-word;white-space:normal;word-break:break-all;'><div style='width:auto;word-wrap:break-word;white-space:normal;word-break:break-all;'><div style='width:auto;word-wrap:break-word;white-space:normal;word-break:break-all;'><br> <br>全球环境基金“再生铜冶炼行业无意产生类持久性有机污染物（鲍笔翱笔蝉）减排示范项目”之再生有色金属工业园区智慧化环境管理平台建设精品熟人妻一区二区三区四区不卡<br>各有关单位：<br>为履行《斯德哥尔摩公约》（以下简称“公约”），落实《国家实施计划》对再生铜冶炼行业二噁英减排要求，（略）（贵贰颁翱）与联合国开发计划署（鲍狈顿笔）共同开发了全球环境基金“再生铜冶炼行业无意产生类持久性有机污染物减排示范项目”（以下简称“再生铜项目”或“项目”），将通过政策标准完善、监管能力提高、最佳可行技术/最佳环境实践（叠础罢/叠贰笔）示范及园区管理示范、宣传推广等活动，以点带面，推动再生铜冶炼行业二噁英、多氯萘、六氯苯等持久性有机污染物（笔翱笔蝉）与其他常规污染物的协同减排。<br>为加强对再生有色金属工业公司的管控，再生有色金属工业公司一般需进入当地的工业园区，并接受工业园区的监管，这也给工业园区在监管、决策和服务公司方面提出了挑战。目前大多数再生有色金属工业园区还存在着对公司污染底数不清、自动化精细化水平不高、监管能力不足等问题。在国家大力提倡治理体系和治理能力现代化的大背景下，如何提高再生有色金属工业园区的智慧化环境管理能力，是当前亟需解决的问题。此外，我国还缺乏针对再生有色金属工业园区的智慧化环境管理平台，服务于再生有色金属工业园区的环境管理。因此，项目拟选择符合要求的单位开发基于再生有色金属工业园区的智慧化环境管理平台，提高再生有色金属工业园区智慧化环境管理能力。<br>一、项目目标<br>该工作的主要目标：开发基于再生有色金属工业园区的智慧化环境管理平台，依托智慧化环境管理平台进行统一智能管理和大数据分析，提升园区智能化、信息化、精细化的运营管理水平；配合我中心开展智慧化环境管理平台的部署运行和相关培训。<br>二、工作内容<br>此项工作预计将进行的任务和活动主要包括（但不限于）：<br>1、 实施方案编制<br>根据项目总体目标，编制符合项目要求的再生有色金属工业园区智慧化环境管理平台建设实施方案。<br>2、基于再生有色金属工业园区的智慧化管理平台建设<br>结合再生有色金属工业园区环境管理需求，开发基于再生有色金属工业园区的智慧化管理平台，包括笔颁端和础笔笔（安卓和滨翱厂），实现对园区内公司大气、水、固体废物等污染物的智慧化管控。智慧化管理信息系统需至少包含园区内公司（特别是再生铜公司）排放数据的在线监测、生产公司污染处理设备实时数据、危险废物产生、贮存、转移实时监控和追踪管理、重点公司环境风险预警、公司环境管理电子台账、环保管家、公众环境保护宣传教育等内容。<br>3、智慧化管理信息平台部署与运行<br>配合我中心开展再生有色金属工业园区智慧化环境管理平台的部署与运行，编制智慧化环境管理平台用户手册，培训再生有色金属工业园区相关工作人员。<br>4、宣传推广<br>配合我中心开展再生有色金属工业园区智慧化环境管理平台宣传和推广活动。<br>5、其他工作<br>参与项目相关沟通协调会和研讨会等会议，准备会议资料，在会上介绍负责的产出内容，及时响应对外合作与交流中心以及利益相关方提出的疑问。<br>叁、工作产出<br>完成再生有色金属工业园区智慧化环境管理平台的建设，并提交如下产出：<br>产出1：实施方案；<br>产出2：再生有色金属工业园区智慧化环境平台用户手册（中英文）；<br>产出3：再生有色金属工业园区智慧化环境管理平台培训材料及培训总结报告（中英文）；<br>产出4：项目总结报告（中英文）。<br>四、咨询机构资质要求<br>此项咨询服务的单位至少需具备如下资质：<br>1、实施机构应是独立的合法机构。如中国境内的公司，应具有独立法人资格。<br>2、具备智慧化管理信息平台建设和运营的相关经验，需提供相应证明材料；<br>3、具备实施工作大纲内容所必需的设备和专业技术能力，需提供相应证明材料；<br>4、有为国家有关部委、地方政府、工业园区等提供信息平台或技术服务经验的机构优先；<br>5、熟悉环境保护工作，特别是熟悉或参与过有色金属工业污染防治工作的机构优先。<br>项目负责人和团队成员需具备以下资质：<br>项目（略）<br>1、应具有计算机信息系统集成高级项目经理资质；<br> 2、熟悉有色金属工业环境保护技术、政策者优先；<br>3、熟悉园区运营、管理工作，具有园区管理研究背景者优先；<br>项目团队：<br>4、项目团队至少6人，至少包括环境或计算机专业2-3人，具备注册信息安全专业人员1人，数据库系统工程师1人；<br>5、项目组成员至少3人有智慧化管理信息平台建设的相关工作经历。<br>五、工作时间<br>合同签订之日起10个月之内完成工作大纲规定的全部活动。<br>六、获取招标文件的方法及联系方式<br> 感兴趣的单位可向如下（略）<br> （略）<br> （略）<br> 传真：（略）<br> 地址：北京（略）<br>Email: <br>七、接受投标的地点、人员及投标截止时间<br> 所有投标文件应于2020年12月7日17:00（北京时间）之前通过邮寄、快递或直接（略）<br> 接收人：陈兰<br> 接收地址：北京（略）<br> （略）<br> 接收传真：（略）<br>接收电子邮件: （略） <br>八、其他注意事项<br> 1、封装要求：整个项目建议书的封装应由一个外封袋和两个内封袋组成。外封袋上应注明参与投标的项目名称、单位名称及通讯地址、（略）<br> 2、人员简历要求：项目建议书所列人员应按照招标文件所列格式提交个人相关信息，并由本人亲笔签名确认。<br> 3、技术方案要求：请参照工作大纲要求编写技术建议书，并对拟采用的研究技术路线、技术方法和工作计划进行有针对性的、详细的、重点阐述，该部分内容是评标过程中重要的考核因素。如果未就工作大纲内容做出上述实质性展开阐述，技术建议书将被视为没有响应招标文件要求，不被我中心接受。<br> 请有意参与投标的单位严格遵照《中华人民共和国招标投标法》及项目管理方的相关要求认真编写投标文件。如出现违规行为，我中心将按照《中华人民共和国招标投标法》及我中心《对于严肃处理采购违法违规行为的通知》的相关规定予以严肃处理。<br>特此公告。<br> <br> （略）<br> 2020年11月12日<br>Bidding Announcement for<br> Development of smart environment management platform for secondary non-ferrous metal Industrial Park <br>1. Background<br>In order to fulfill the Stockholm Convention (hereinafter referred to as the "Convention") and implement the requirements of the National Implementation Plan for dioxin emission reduction in the secondary copper smelting industry, Foreign Environmental Cooperation Center (FECO) of the Ministry of Ecology and Environment and the United Nations Development Programme (UNDP) jointly developed GEF “UPOPs Reduction through BAT/BEP and PPP-based Industry Chain Management in Secondary Copper Production Sector in China ”(hereinafter referred to as “Secondary copper project” or “project”). The project aims to promote POPs and other conventional pollutants emission reduction in the secondary copper smelting industry through activities such as institutional strengthening and capacity building, BAT/BEP demonstration, park management demonstration, and publicity promotion.<br>（略）<br>2. Objective<br>The main objectives of this work are: to develop an smart environmental management platform based on the secondary non-ferrous metal industrial park in China, to carry out unified intelligent management and big data analysis relying on the smart environmental management platform, to improve the intelligent, information-based and refined operation and management level of the park; to cooperate with our center to carry out the deployment, operation and relevant training of the smart environmental management platform.<br>3. Contents<br>The tasks and activities expected to be carried out in this work mainly include (but are not limited to):<br>1) Preparation of implementation plan<br>According to the overall objective of the project, the construction and implementation scheme of smart environmental management platform of secondary non-ferrous metal industrial park meeting the requirements of the project shall be prepared.<br>2) Development of smart management platform based on secondary non-ferrous metal Industrial Park<br>Combined with the environmental management requirements of the secondary non-ferrous metal industrial park, the smart management platform based on the secondary non-ferrous metal industrial park, including PC end and APP (Android and IOS), is required to develop to realize the intelligent management and control of air, water, solid waste and other pollutants in the park. Smart management information system shall at least include online monitoring of emission data of enterprises in the park (especially secondary copper enterprises), real-time data of pollution treatment equipment of production enterprises, real-time monitoring and tracking management of hazardous waste generation, storage and transfer, environmental risk warning of key enterprises, electronic account of enterprise environmental management, environmental butler, publicity and education of public environmental protection, etc.<br>3) Deployment and operation of smart management information platform<br>Cooperate with FECO to carry out the deployment and operation of the smart environmental management platform of the secondary non-ferrous metal industrial park, prepare the user manual of the smart environmental management platform, and train the relevant staff of the secondary non-ferrous metal industrial park.<br>4) Publicity and promotion<br>Cooperate with FECO to carry out publicity and promotion activities of smart environmental management platform of secondary non-ferrous metal industrial park.<br>5) Other work<br>Participate in project related communication and coordination meetings, seminars and other meetings, prepare meeting materials, introduce responsible output contents at the meeting, and respond to questions raised by FECO and stakeholders in a timely manner.。<br>4. Outputs<br>Complete the development of smart environmental management platform of secondary non-ferrous metal industrial park, and submit the following outputs:<br>Output 1: Implementation programme (in English);<br>Output 2: User Manual of smart environment platform of secondary non-ferrous metal Industrial Park (in Chinese and English);<br>Output 3: Training materials and training summary report of intelligent environmental management platform of secondary non-ferrous metal Industrial Park (in Chinese and English);<br>Output 4: Project summary report (in Chinese and English).<br>5. Implementation time<br>The implementation time of the project is 10 months after the signing of the contract.<br>6. Qualification requirements of the bidder<br>The consulting service unit shall have the following qualifications at least:<br>1) The implementing agency shall be an independent legal institution and enterprise within China shall have the independent legal personality;<br>2) Have relevant experience in the construction and operation of smart management information platform, and provide relevant supporting materials;<br>3) Have the necessary equipment and professional technical ability to implement the contents of the work program, and provide corresponding supporting materials;<br>4) Institutions with experience in providing information platforms or technical services for relevant national ministries, local governments, industrial parks, etc. are preferred;<br>5) Familiar with environmental protection work, especially those who are familiar with or have participated in non-ferrous metal industry pollution prevention work are preferred.<br>The project leader and team members shall have the following qualifications:<br>1) The project leader shall have the qualification of senior project manager of computer information system integration;<br>2) At least 6 project team members, including at least 2-3 environmental or computer professionals, 1 registered information security professional and 1 database system engineer;<br>3) Familiar with environmental protection technology and policy of nonferrous metal industry is preferred;<br>4) Familiar with the operation and management of the park, with the park management research background is preferred.<br>7.
