It adopts the joint construction and management mode (BOT) to build, operate Laos-China Railway and manage & develop related industries. The funds for the project has implemented. The Construction / Erection’ All Risks and Third Party Liability insurance services for Laos-China Railway Project (Boten-Vientiane Section) have met the terms of tender, and are to be procured by open tendering via the following means: Laos： The invitation for bids is published in Vientiane Times; China： The invitation for bids is published on website. I. The basic data of the Project are as follows 1. Project name: The Construction / Erection All Risks and Third Party Liability insurance services for Laos-China Railway Project (Boten-Vientiane Section). 2. Tender inviter: Laos-China Railway Company Limited. 3. Location: Laos. 4. Project scale: The total investment is about RMB 37.4 billion Yuan. 5. Scope: Select an insurance company to provide Construction / Erection’ All Risks and Third Party Liability Insurance for Laos-China Railway Project (Boten-Vientiane Section) 6. Bid bond: RMB 500,000. II. Bidder qualifications Bidder qualifications refer to Appendix 1 III. Time for releasing notice of invitation for bids, and the time and site for selling the tender documents，and requirements 1. Time for releasing notice of invitation for bids: August 8 th , 2017 to August 10th, 2017(Laos, Vientiane time). 2. The time and place for selling the tender documents: August 10 th , 2017 to August 14th, 2017, 9:00-16:00 (Laos, Vientiane time). Qualification of the bidder a) It shall have the independent corporate capacity, hold the Business License for Enterprise Legal Person which is approved and issued by the State Administration for Industry & Commerce of the People's Republic of China and qualified and validated in the annual inspection, and own a registered capital of more than RMB 2 billion (include). b) It shall be an insurance company established after being approved by the China Insurance Regulatory Commission and holding the Business License for Engaging in the Insurance Business approved and issued by the China Insurance Regulatory Commission; c) According to the fourth quarter of 2016 China Insurance Regulatory publish, the Comprehensive Solvency Ratio shall be more than 200% (include) d) International rating no less than: Moody A3, or S&P A-, or A.M.Best A-, or Fitch A-. e) In recent 5 years (From January 1, 2012 to December 31, 2016): Insure exclusively or as leading insurer of newly built railway project which has TSI more than RMB 10 billion (inclusive); Different sections of same line can be calculated together Or Have insured exclusively or as leading insurer for more than 5 railway projects (Different sections of same line considered as one project) f) It shall have at least one successful insurance claim settlement performance (single compensation amount up to RMB 2 million and above) of railway or similar works (rail transit, road, pipeline, etc.) and have settled all claims in the recent 5 years (i.e. from January 1 st , 2012 to December 31 th , 2016); g) It shall have a good reputation, and shall not be ordered to suspend business, or have its bidding qualification cancelled or its property taken over, frozen or lost; it shall have a good financial condition and debt paying ability in the recent 3 years (i.e. 2015, 2016 and 2017); the bidder and its branch shall not be subject to penalties such as suspension of business for rectification, limiting the business scope, ordering to stop accepting new business or rescission of business license by the insurance regulatory authority in the recent 3 years (i.e. from January 1, 2014 to December 31.2016); h) It shall not attempt to win the bid through any fraudulent means or break the contract in the recent 3 years (i.e. from January 1 st , 2014 to December 31 th ,2016); i) A consortium bid won't be accepted by the project. 2. Qualification of the project manager to be assigned by the bidder a) Obtaining the bachelor degree or above; b) Having more than 8 years (include) of working experience in the insurance-related industry, with at least 5 years of insurance company experience; c) Acting as the project manager of at least two railway engineering insurance services. </div></tr></table></td></tr></table>
