. Project Objectives and Scope. The Project¡¯s objective is to bring more efficient and
safer movement of goods and people along the Greater Mekong Subregion East-West
Economic Corridor and North-South Corridor in Myanmar. The project has three outputs
covering several independent subprojects. A map showing the location of Subprojects (i) and
(iii) is at Appendix 1.
Component 1 Highway Rehabilitation
? Subproject 1: Rehabilitation of the Yangon-Pathein Highway (Y-P, 177 km). The
Yangon-Pathein highway has two lanes with a 6- to 7-meter-wide pavement and earth
shoulders except for about 10 km in the Yangon area, where it has four lanes. The
existing 4-lane section will be resurfaced with asphalt concrete. The road from around
km 10 to Pathein will be widened to two lanes (7 meters) with 1.5 meter paved
shoulders, and overlaid with asphalt concrete. A 20-km section located in a flood-prone
area will be raised by about 2 meters. Four bridges will be replaced and a new rail
overpass will be constructed. After the improvement works, the government will
establish an operations and maintenance concession.
? Subproject 2: Rehabilitation of the Bago-Thanlyin Highway (B-T, 99 km). The road
will be reconstructed over its current alignment to two lanes (7 meters) with 1.5 meter
paved shoulders, with an asphaltic concrete pavement. Village sections will be
resurfaced with asphaltic concrete. Fifteen bridges will be replaced.
? Subproject 3: Periodic maintenance demonstration trials. DOH will carry out about
80 km of pavement field trials which will introduce new and more up-to date
technologies to improve sustainability of the road network. The location for the
Subproject 3 works will be determined early in the project implementation period.
Component 2 Yangon-Mandalay Expressway Safety Improvement (YME)
? Subproject 4: Yangon-Mandalay Expressway (Hlegu-Bawnetgyi section)
Improvement. The works will be carried out in two phases. Phase 1 covers the
improvement of the expressway Hlegu-Bawnetgyi section (64 km). Phase 2 covers the
improvement of the interchange at Banetgyi and the access road between the
interchange and Payagyi (about 9 km). Following the improvement works, the
government will open the section to use by trucks.
? Subproject 5: Safety Improvement Program (Bawnetgyi-Mandalay). For the
remaining length of the expressway (about 530 km) the improvements will generally
be limited to signage and line marking, and installation of safety barriers at some critical
bridge approaches. Areas prone to frequent accidents (¡°blackspots¡±) will be identified,

and when feasible improved under the Project. The scope of the works will be
determined early in the project implementation period, and may depend upon budget
availability.
Component 3 Detailed Technical Preparation of the GMS EWEC Highway
Development Project. The project will finance consulting services to carry out detailed
design for a new highway alignment between Bago and Kyaikto, fully develop and
finalize safeguards planning documents, assist MOC in civil works procurement, and
facilitate the project¡¯s land acquisition, resettlement and income restoration programs.
2. Further details of these subprojects can be found in the report for the project¡¯s
feasibility study, and draft ADB Report and Recommendations to the President, which will be
made available to short-listed consultants.
3. Project Costs and Financing. The Project¡¯s estimated cost is $372.5 million, which
will be financed by a $340 million loan from the Asian Development Bank (ADB), a $20 million
loan from the ASEAN Infrastructure Fund (AIF), and a $12.5 million government counterpart.
4. Implementation Arrangements. The Project will be implemented in a 5-year period,
from about mid-2018 to mid-2023, which comprises three years of civil works, one year of
defect liability period, and one additional year before the scheduled loan closing date. The
Project executing agency will be the Government¡¯s Ministry of Construction (MOC) acting
through its Department of Highways (DOH). DOH will establish a Project Management Unit
(PMU) to oversee the project¡¯s implementation. The Y-P, B-T and YME works will be
undertaken by contractors selected under the international procurement provisions of ADB¡¯s
Guidelines on Procurement. The Y-P works will be implemented through 3 contracts, the B-T
works will be implemented through 2 contracts, and the YME works will be implemented
through 2 or 3 contracts, to be determined. The smaller pilot road maintenance works will be
undertaken by smaller national contractors and DOH¡¯s own work
