The People’s Republic of China has received the loan from the Asian Development Bank toward the cost of Qingdao Smart Low-Carbon District Energy Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply of gas burners, boilers, and attachment 1#（ Heat station, peaking boiler and air source heat pump project） (Bid No.: WKZB1722SDD101060). 2. MINMETALS International Tendering Co., Ltd. (the Procurement Agent), authorized by and on behalf of Qingdao Energy Group (the Purchaser), now invites sealed bids from all eligible and qualified bidders for the procurement of goods as follows: gas burners, boilers, and attachments 1#（ Heat station, peaking boiler and air source heat pump project, (See Section VI for details) The delivery period is within one month after signing the contract. Bidders can only submit bids for one contract, as further defined in the bidding document. Bidders wishing to offer discounts shall state such discounts and the methodology for their application in the Letter of Bid. 3. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. Only eligible Bidders with the following key qualifications should participate in this bidding: Size of Operation Bidders must be legally registered as an independent legal person, and shall have more than 5(five) years experiences of continuous operation. the bidder shall provide qualified inspection of corporate business license copy; average annual turnover over the last three years (2014, 2015, 2016) shall not be less than CNY 17.5 million. Contractual Experience Participation as the main supplier and have successfully and substantially completed at least 3 (three) contracts on municipal public, energy or engineering project total package contracts within the last 3(three) years (2014, 2015 and 2016), each with a value of at least CNY 5.6 million, and that are similar to the proposed technical specification and features. Bidders shall provide documents including, but not limited to, Notification of Award, Contract Agreement, and Purchaser Acceptance Certificate. Technical Experience a. Goods offered have been in production for at least five (5) years; and the goods with similar capacity which have been sold, with at least the same quantity required in the Section VI for each lot, should have been in operation satisfactorily for at least two (2) years. b. The manufacturers who actually supply the goods in this bid shall possess ISO14001 quality system certificate, or its equivalent. c. The bidder shall have a local office in Qingdao to handle the after-sales service requirements including but not limited to installation, repair, maintenance, and other services. A commitment letter for after-sales service shall be submitted by the bidder. Production Capacity The bidder or the appointed manufacturer shall demonstrate that it can supply the type, size, and quantity of the goods as required by the Purchaser in accordance with the Delivery and Completion Schedule in Section 6 (Schedule of Supply). The bidder shall submit the Supply Contract and Inspection Report. Boiler equipment a. The manufacturer must have qualification certificate in respect of design and manufacture of products, the import product shall be provided with an approved import license. The manufacturer should have local service organization and stable project execution team, and capable of regular supply. For instance, a proof for annual supply capacity of no less than 100 units. The imported products need to provide domestic inventory confirmation by the manufacturer or domestic agent to guarantee delivery times for the project. b. The product provided by the tenderer should have at least two (2) years’ stable and successful operation experience, and the tenderer should provide proving materials for relevant cases including, but not limited to, Contract Agreement, the evaluation from users. Financial Position Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited annual financial statements (balance sheet, income statement, and cash flow statement) for the last three years (2014, 2015 and 2016). As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years (2014, 2015 and 2016) should be positive. Cash Flow Capacity Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement which may arise during the execution of the contract (This should in appropriate cases also take into account the Bidder’s commitments for other contracts) shall not be less than: CNY 1.4 million. Litigation History All pending claims, arbitration, or other litigation shall represent in total not more than ten percent (10%) of the Bidder’s net worth. Additional details are provided in the Bidding Documents. 7.
