Description of activities to be performed The activities to be performed are organized in six tasks: · Baseline inventory of abandoned mine sites in the National Park. · Scoping and sites characterization. After the initial planning phase during which available data is collected and reviewed, additional information is acquired by implementing sampling or analysis programs, or more regular long-term monitoring. · Risk Assessment. During this phase the risks to human health and the environment are evaluated, in the frame of an information/consultation process involving the local inhabitants. · Risk-based cleanup goals and potential remediation alternatives. · Site management strategy, urgent removal action plan and mid-term and long-term action plan. During this phase the types of appropriate responses, both broadly and specifically, are selected, in order to design the remediation and cleanup action plan (RCAP). · Response Evaluation. The inventory will be based on the following data sources: inquiries addressing the project Owner and the local authorities, interviews with village people and interpretation of aerial photographs. Ecological risk assessment - Identification of Potential Chemical and Physical Stressors - Exposure Pathways and Sources (cause analysis) - Characterization of ecological effects (consequences analysis) Human Health Risk Assessment - Contaminants of potential concern - Exposure Assessment - Toxicity Assessment - Health Studies Problem Formulation and Conceptual Site Model 任务3：风险评估 基线风险评估的目标是指导对于潜在对策和风险管理的决策，包括将健康和生态系统过度风险降低到可接受水平的修复计划和清除行动。 生态风险评估潜在化学和物理压力源的识别暴露途径和来源（原因分析）生态效应的特性描述（结果分析） 人体健康风险评估暴露评估毒性评估健康研究 问题定义和概念站址模型 Task 4 Cleanup goals and potential remediation alternatives Risk based cleanup goals and objectives Present potential remediation technology and program alternatives to the project Owner 任务4：清理目标和可行的修复措施 基于风险的清理目标和目的 提出可行的修复技术、修复方案供业主选择 Task 5: Site management strategy, urgent removal actions and mid-term and long-term action plan In devising the response strategy, the urgent removal actions and the mid-term and long-term action plan to minimize risk, the Consultant should address the following different elements of risk (i.e. source, exposure pathway and receptor) using one or more of several broad categories of response actions: - Managing the Source. - Managing Exposure Pathways. - Managing the Receptor Exposure. When developing the remediation action plan, the Consultant will discriminate between: - Time-critical actions. - Interim responses. - Long-term responses. The Chinese firms should obtain Class A Qualification of Environmental Engineering (Pollution Remediation Engineering) Design. The consortium must have demonstrated track record in abandoned mines remediation and ecological and human risk assessment. He/she should undertake coordination with the Xianju project management office (PMO). He/she has the overall responsibility for delivery of the consulting services, and provides leadership, guidance and supervision to the whole consulting team. He/she can be assisted by one or more assistants, having at least a master’s degree in mine remediation and at least 3 years of professional experience in the relevant areas of expertise. The team leader and his assistant(s) are the Mine remediation team. - Ecological risk assessment expert: he/she should have at least a master’s degree in environment protection, ecology, biodiversity conservation, natural resources management, ecotoxicology or a related field, and at least 10 years of professional experience in ecological risk assessment in relation with soil or water pollution. He/she can be assisted by one or more assistants, having at least a master’s degree in environment protection and at least 3 years of professional experience in the relevant areas of expertise. The Ecological risk assessment expert and his assistant(s) are the Ecological risk assessment team. - Human health assessment expert: he/she should have at least a master’s degree in toxicology and human health diagnosis and management in relation with soil, water and food chain pollution or a related field, and at least 10 years of professional experience in human risk assessment. He/she can be assisted by one or more assistants, having at least a master’s degree in environment protection and at least 3 years of professional experience in the relevant areas of expertise. The technical composition of the bidder’s Project Team and the balance of international and Chinese experts is for the bidders to determine. The members of the team must preferably have the ability to work in English. Speaking Chinese will be an advantage. At the same time, the bidders need to understand and comply with the relevant technical guidelines and specifications of the Ministry of Environmental Protection of the People’s Republic of China as follows: - Technical guidelines for environmental site investigation - Technical guidelines for environmental site monitoring - Technical guidelines for risk assessment of contaminated sites - Technical guidelines for site soil remediation - Technical Specifications of Eco-environmental Protection and Reclamation for Mining 给投标人的几点建议 顾问的任务将分为以下行动：在仙居的实地考察和在专家总部的桌面工作。 投标人项目团队的技术构成以及国内外专家的均衡由投标人自行决定。 团队成员最好能够有用英语工作的能力。说中文的有优势。同时投标人需要了解和遵守中国环保部以下相关技术导则和规范： 场地环境调查技术导则 场地环境监测技术导则 污染场地风险评估技术导则 污染场地土壤修复技术导则 矿山生态环境保护与恢复治理技术规范 3.
