The scope of works includes the civil works, decoration, heating, water supply and drainage, ventilation, firefighting water, firefighting electricity, electric engineering, weak current engineering, etc., which are subject to the specific design and construction drawings and the Bill of Quantities. Qualification level and performance requirement of bidder: Domestic bidder shall be independent legal entity with grade II or above (include grade II) qualification of general contracting of house and building construction engineering issued by the construction administrative department, and grade II of professional contracting or general contracting of building decoration engineering and safety production license. The domestic bidder shall have the valid quality management system certificate. The registered capital of domestic bidders shall be no less than 6 million Euros (other currencies shall be converted into RMB at the spot exchange selling price between foreign currencies and RMB initially published by the Bank of China on the tenth day before bid submission date). Foreign bidder shall be a legally independent enterprise register according to its national law, with a registered capital of no less than 6 million Euros in its country. A copy of valid business license and certification of quality management system from international authoritative organization shall be provided. The bidder shall have administrative organization or branch in China and provide relevant evidence document. During the past 3 years (2013-2015), the bidder shall completed1 or more similar house and building construction projects in China, and each contract value shall be not less than RMB 40 million or EUR 6 million, the corresponding documentary evidence (copies of Contract and Notification of Award of Contract, End-user’s contact person, （略） With good bank credit and business reputation and shall not be shut down; its property was not in receivership, freezing or bankruptcy status. 4. Qualification of project manager: The project manager shall have completed at least 1similar house and building construction project during the past 3 years (2013-2015). The project manager of domestic bidder shall have the national registered first-class construction engineer certificate and safety production assessment certificate. At least 10 years working experience engaged in house and building engineering for 8 years and served as project manager for more than 5 years (inclusive) experience. Project Department Configuration : In consideration of the characteristics of large construction scale and tight construction period, the staff composition of the bidders must meet the requirements of Construction Progress and Project Quality. The Chief Engineer of this project shall have the Senior Engineer Qualification Certificate. 5. Bids submitted by a joint venture (JV) shall NOT be acceptable. 6.
