Terms of Reference for Consulting Service of
National Technical Support Specialist
(CCR/CS13-MOT)
1. Project Background
With rapid economic development and acceleration of urbanization, the urban motorization of Chinese cities entered into a boost period. Civil car ownership in China has reached 2

million by the end of 201

. The fast growth of cars in many cities, such as Beijing and Shanghai, has led to severe traffic congestion, rapid increase of pollutants and carbon dioxide emissions, and decrease of the living quality of the urban residents, and caused enormous economic loss and serious constraint to sustainable urban development. Therefore, to ease congestion in large cities and reduce the carbon emissions has become a major challenge facing municipal governments at all levels. Governments at both the national and the local levels and all relevant departments have regarded “addressing global climate change” as the fundamental development strategy of the nation and included it into the relevant medium- and long-term development planning.
Ministry of Transport (MOT), as the central government department responsible for guiding the urban passenger transport, has taken the traffic congestion and carbon emissions reduction as one of the top priorities. In the face of huge challenges of increasingly serious traffic congestion and carbon dioxide emissions in large cities, it is urgent to learn from the international practical experience, formulate effective laws and policies and take reasonable technical and economic measures so as to guide the scientific development of urban transport in China to ease traffic congestion and reduce the carbon emissions.
Under such background, the GEF-funded Large City Congestion and Carbon Reduction Project has been approved. MOT is the central executing agency of the Project; the Suzhou, Harbin and Chengdu municipal government is the local executing agencies; the project management office of Ministry of Transport (hereinafter referred as “National PMO”) and the three local project management office (hereinafter referred as “Local PMO”) are responsible for respective Projects while the National PMO is to provide the technical support and the coordination. The World Bank is one of the implementing agencies of GEF.
The project is comprised of five components: (1)"Synergy Policy Study of City"s Master Planning and Urban Transport Planning", "Urban Transport Hub Layout and Function Optimization", "Monitoring and Evaluation System for Urban Transport Carbon Emissions and Pilot City Evaluation", "Research on China Urban Intelligent Public Transport System Development and Application", "Technical Standard and Mechanism of Information Statistics and Evaluation Method"; "Guidelines Study for Urban Intelligent Public Transport System Development and Application", "Technical Standard and Mechanism of Information and Service for Urban Integrated Transportation Hub", which are carried out by TPRI, CATs and RIOH; The “TransFORM” platform and knowledge dissemination activities carried out by
“
China Transportation News”(CTN). “Manual of Urban Traffic Demand Management in China”,
“
Concept Paper for 13th Five-Year Plan of Transportation Development”,“
Green Transport Financing Strategy Study” and “Research on New Energy Bus Operational Evaluation System and Data Collection Standards”. (2) Conduct consulting service on concerning traffic congestion and carbon reduction in Suzhou;(3) Conduct consulting service on concerning traffic congestion and carbon reduction in Chengdu;(4)Conduct consulting service on concerning traffic congestion and carbon reduction in Harbin; (5) Conduct capacity building, project supervision and project management.
2. Consulting Objective
The Consulting Objective is to provide consulting service for GEF “Large-City Congestion and Carbon Reduction Project” which
is
to establish policy framework, guideline and standard of public transport development and transport demand management for alleviating traffic congestion and reducing GHG emissions in large cities in China, and demonstrating benefits of such policy framework in pilot cities.
3. Consulting Tasks
Technical Support Specialist shall fulfill her/his duty in accordance with the requirement of MOT and World Bank during the project implementation, the Consultant will:
a.
Review and revise the Terms of Reference of Contract Package CCR-CP3-MOT(Green Transport Financing Strategy Study
) and CCR-CP4-MOT(Research on New Energy Bus Operational Evaluation System and Data Collection Standards
);
b.
Review all the proposals related to the project;
c.
Review project implementing progress report, and provide revision and recommendations;
d.
Review output reports at each stage for CCR-CP3-MOT and CCR-CP4-MOT;
e.
Review the draft implementation completion reports and publication outputs for the project;
f.
Review relevant documents and the report to be required.
4. Outputs
The outputs will consist of:
a.
Detailed and operable Terms of Reference for CCR-CP3-MOT and CCR-CP4-MOT;
b.
Technical Proposal Evaluation Short Report;
c.
Reviewed and commented on project progress report;
d.
Reviewed and commented the output reports at each stage for CCR-CP3-MOT and CCR-CP4-MOT;
e.
Reviewed and commented the implementation completion report and publication outputs for the project.
5. Duration and Timing
The consultation will consist of 23 months, spread over a period of 8 months from start date. During this period, the consultant will work closely with all relevant staff and agencies during the project.
6. Qualifications
The consultant will have at least 15 years working experiences on transport planning and integrated transport policy.

1. 项目背景
随着经济快速发展和城市化进程的加快,中国城市机动化进入了一个快速发展时期,到
2015
年底,全国机动车保有量达
2.79
亿辆。很多城市,特别是像北京、上海等中心城市,由于汽车数量过快增长而形成交通拥堵,污染物和二氧化碳排放量急剧增加,降低了城市居民的生活质量,造成了巨大的经济损失,已经严重制约了城市的可持续发展。缓解大城市拥堵,减少碳排放已经成为各级城市政府面临的重大课题。中国各级政府及有关部门均将应对全球气候变化作为国家发展的基本战略并纳入相关的中长期发展规划中。
(略)作为指导城市客运的中央政府主管部门,将缓解交通拥堵和减少碳排放作为最优先的事项之一,面对大城市日益严重的交通拥堵和二氧化碳排放的巨大挑战,迫切需要借鉴国际实践经验,制定有效的法规政策,采取合理的技术经济措施,指导中国城市交通科学发展,缓解城市交通拥堵,减少碳排放。
在上述背景下,由全球环境基金资助的“缓解大城市拥堵减少碳排放项目”已获批准。(略)为该项目中央执行机构,苏州、哈尔滨和成都市人民政府为叁个地方执行机构,(略)项目管理办公室(以下简称“部项目办”)和叁个地方项目管理办公室(以下简称地方项目办)分别负责各自项目具体执行,部项目办负责项目总协调。世界银行是全球环境基金的执行机构之一。

2. 咨询目标
该咨询目标为
“
缓解大城市拥堵减少碳排放项目
”
提供咨询服务,即,旨在通过发展公共交通及交通需求管理,制定政策框架、指南、标准等,以减少中国大城市的交通拥堵,减少温室气体排放,并展示试点城市实施该政策的效果。
3. 具体任务
根据项目执行阶段的要求,协助项目办修改完善有关合同包任务大纲,对各阶段项目技术成果进行审核和评估。技术
支持专家主要任务包括:

《新能源公交车辆运营评估体系及数据采集标准研究》的任务大纲;

参加和项目相关的技术建议书评审工作;

5. 任务期限
此咨询任务需在

个月内完成,在任务期限内,该咨询专家需专职工作

6. 资质资格
需具有

年或以上交通运输规划及综合运输政策方面的从业经验。
