Terms of Reference for National Consultants on Project Support
1. Project Background
With rapid industrialization and urbanization, China faces severe challenges in combating climate change and reducing greenhouse gas (GHG) emissions.
In November 2009, the Government of China (GoC) announced the national target of reducing carbon intensity—defined as the amount of GHG emitted per unit of GDP—by 40-45% by 2020, compared to the level in 2005. Accordingly, governments at every level and agencies in each sector are called upon to develop and implement the energy efficiency and fuel switching strategies and plans.
The 12th Five-Year Plan (FYP) for National Economic and Social Development (2011-2015), announced in March 2011, further promotes the development of a “resource-saving and environmentally-friendly society” as a broad direction for actions.
The 12th FYP requires all sectors—manufacturing, building, transportation, agriculture, etc.—to establish their respective monitoring and evaluation systems for GHG emissions and specify their respective targets for GHG emissions reduction.
2. Project Development Objective
The development objective of the project is to help establish a policy framework
, guideline and standard,
to alleviate traffic congestion and reduce GHG emissions in large cities in China, primarily through public transport development and
transport
demand management, and demonstrate local and global benefits of such policy framework in pilot cities.
3. Objective of Consultancy
The project is comprised of
four
components, including Technical support to MOT and affiliated national institutions for development of policy, strategy and technical guidelines
; drafting Performance evaluation methods for TDM, TDM Manual for Chinese Cities, etc., conducting

nstitutional capacity building,
m
onitoring and evaluation
p
roject management.
Procurement
Specialist will provide consulting service on
procurement works as per procurement plan
.
4. Tasks to be performed
Project support
shall fulfill his/her duty in accordance with the requirement of MOT and World Bank during the project implementation,
the Consultant will:

Assist international and national specialists to draft work plan and implementing schedule;
l
Assist National Project Management Office(NPMO) to undertake office administrative works, and three pilot cities to conduct project coordinating works;
l
Be responsible for archive management, reports consolidation and minutes drafting;
l
Assist project management/training specialist to prepare for international seminars and dissemination workshops;
l
Assist the training specialist to implement the capacity building framework and conduct training activities;
l
Assist NPMO to track on the progress of project indicators and outputs;
l
Assist to draft the project progress report and post-evaluate report;
l
Assist the specialists to accomplish the other tasks.
5. Outputs
The outputs will consist of
the office administrative work; work plan and implementing schedule; meeting, workshop and forum preparation, and other tasks requested by the NPMO.
6. Duration and Timing
The consultation will consist of

During this period, the consultant will work closely with
all relevant staff and agencies during
the project.
7. Qualifications
The project support will have the university graduate degree. The candidate should be fluent with written English, and better oral
English is preferred.
